Empowerment Bills
SB 238 vs. SB 304


Currently, there are two bills that address Empowerment Schools, SB 238 and SB 304. While they both seek to implement Empowerment Schools in Nevada, they are fundamentally different beginning with a $60 million difference. For example, SB 238 would take away the $60 million that currently pays for the 1/5 service credit. SB 304 does not require any funding.

   

In addition, SB 238 calls for 100 schools to become Empowerment Schools while SB 304 only requires that 21 become Empowerment Schools; 5 in Washoe County and 16 in Clark County; other counties can apply but are not required. Under SB 238 the current Empowerment Schools would be grandfathered in under SB 304 they would receive a one year extension and can apply after the one year period. SB 238 is top heavy and more bureaucratic; under SB 304 decisions are made locally.

Also, Empowerment Schools under SB 238 would be managed at the district level and under SB 304 they would have more control at the school site. Finally, SB 238 doesn't address collective bargaining, while SB 304 specifically references collective bargaining laws would have to be followed according to NRS 288.

NSEA supports SB 304; however, in the end, we look forward to working on a compromise. Empowerment Schools done the right way can bring about good changes for education.


NSEA-NV Presidential Candidate Bill Richardson Visits
NSEA Board of Directors

New Mexico Governor Bill Richardson visited the NSEA Board of Directors Friday, Mar. 23, to share his stance on education issues. The democratic presidential candidate is hoping to get Nevada's support in light of our position as an early democratic caucus state. NSEA board members warmly welcomed the Governor and asked several questions of him. The group seemed pleased with his visit.

NSEA-NV ESEA Picnic…a Day of Fun in the Sun! 

ESEA held its annual picnic at Sunset Park in Las Vegas, Saturday, Mar. 17. More than 500 members and guests attended the picnic for food, fun, music, games, and activities for members and their families. ESEA leaders and staff were present to welcome the crowd and legislators that joined the festivities.
